Random stuttering while watching videos or plaing games

Hey guys. Maybe u can help me. (Btw. i am not confident in my english!)

 

I get from time to time 1-2 seconds stuttering while watching videos or playing games

I can't really remember but i think it started with Windows 11. Is there a known problem with that?

I definitely had it befor my GPU switch. So i thought it has to be my OS

 

I never reached a point where my CPU or GPU was under full load when the stuttering appeared.

Only when I watch videos and look at HWiNFO, I see a increased CPU usage (like from 4% to 8-10%).

But I don't know where it's coming from. Could a fresh Windows install help?

 

Drivers are updated! I have almost no programs running in the background.

I looked in the Eventmanager and found nothing. Tested memory and overall system stability multiple times.

I tried with/without Hardware Acceleration (Windows/Programs). No difference.

I tried many other things but it's already so much text 😄

 

Any other ideas? Maybe something basic that I forgot exept a new Windows install?

Btw. Random means for me: "Sometimes I don't have it for 3 days and 10 times in a row"


PC Specs:


CPU: AMD R9 3900X

GPU-old: Gainward 2080

GPU-new: Inno3D 3080 TI

RAM: G Skill Trident Z Neo 32GB 3600MHz CL16

PSU: bequiet! Straight Power 11 Platinum 1000W

SSD: Samsung 970 Evo Plus 1TB

 

I removed overclocking and undervolting but nothing changed!
