Random FPS drops while playing games

SPECS - Gigabyte RTX 3070, Ryzen 7 3700x, 16gb DDR4 2400Mhz (2x8,overclocked to 3200mhz), 500gb nvme ssd, 600W EVGA PSU

Issue- I recently got Cyberpunk and Spiderman which caused me to realize an issue I have with my PC, while playing on the max settings in spiderman at 4k, my FPS is around 38-45, with GPU utilization at 99% and CPU at 55%, but then all of a sudden the cpu utilization would drop down to around 27%, and dropping my FPS all the way down to around 18fps. 

I have the same issue with cyberpunk, I get around 35FPS with all settings ultra and ray tracing ultra, but all of a sudden it would drop down to 15,23FPS.

I dont know what to do to fix this so I would appreciate any help

Try with default memory settings and if you got any overclock, try without that too.

FS in Denmark/EU:

Asus Dual GTX 1060 3GB. Used maximum 4 months total. Looks like new. Card never opened. Give me a price.

Already tried with default memory settings, also never did any overclocking.

Also before anyone says, its not a temp issue. The cpu and fps drop while the temperature is only at around 50 degrees.

NVM... just read your temperature post.
