task manager shows different ram speed than hwinfo

I recently reinstalled windows after using arch for a long time

and when I went to check that my ram (which is 1866) was showing correctly I saw that windows only shows 1600. So I went to check hwinfo and saw that it shows the correct speed (937x2)

 

is there any reason that this is the case?

Task Manager can sometimes report incorrect values. You could double check with CPU-Z instead.
