FPS wont change in every graphic setting

Hi, i have problem with my pc
 

i dont know why, but when i play games, no matter what graphic setting do i run, the average fps always same and its happen to all games that i have
 

i already do :


- update my graphic card driver 
- using DDU to clean my previous gpu driver
 


My pc specs :
CPU: AMD Ryzen 5 2600
GPU : RTX3060
RAM : 16gb 
Motherboard : Asrock B450
PSU : Corsair cv450 450w bronze

*Note : that this happen after im install gpu via pcie riser cable. before this my pc run normaly. i also have put away the cable, and install my gpu directly to motherboard. but still this problem still happen

Use MSI afterburner and rivastatictisc server to see cpu and gpu usage and temp and than i can help u

 

But from the specs ur cpu is bottleneck and the mother board u need a good cpu for and 3060

 

And the ram speed affect from motherboard

2 days before i put the riser cable, everything run normaly, i can hit average 144 fps in this game *apex legend* in highest setting. but after that, this thing happen

Are you sure that vsync is not enabled in these games? What refresh rate is your monitor set to? Try toggling these settings.

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 10 and Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

 

How many watts do I needATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explainedgroup reg is bad

yeah, vsync off, im using lg monitor with 75hz 

its happen to all games, not only apex legend

Is the pcie riser cable gen 4? Your board is a gen 3. 

Okay why would you not turn on vsync if your display has low refresh rate? You're wasting the render.....

Its gen 3 pcie riser cable.

 

I think there's nothing wrong with vsync on or off for my problem. Is there any chance that riser cable just broke my gpu?

Well, yes vsync doesnt matter in this issue. I was just saying. 

Anyway, try to game without the riser cable. It's certainly possible the riser cable is just defective.

Already did, install gpu directly to motherboard. But nothing change

 

Thats why i think that the riser cable just broke my gpu.

Try to stress test your GPU, with furmark. 

See if it reaches 100% utilization.

Try using the Nvidia driver to render at 1.75x with the DSR setting, this will render at 1440p (I believe) but display at 1080p which should put more load on the GPU and less on the CPU. See what results you get.

It is a bit concerning that the MSI overlay seems to suggest your GPU is not being used at all, are you using the correct version of Nvidia drivers for your 3060?

now it's fixed
 

i need to do this apparently :
1. nvidia contol panel -> 3d setting -> adjust image settings with preview -> use my preference emphasizing to Performance -> restart my pc

 

2. go to bios setting -> set my pcie slot from auto to gen3 (maybe this also affecting)

i also have put back on the riser cable. no issue.
