Am I tripping or this is real

CPU frequency measurements are overall just kinda broken in Windows. I've seen 40GHz at one point in task manager. It's not real or anything, just a glitch in XTU. 

I recently changed my thermal paste and was trying to see if every thing is stable and this happened.What is going on with my laptop????
