Upgrading old pc, need help and advice.

Budget (including currency): 500 ~ 400 Euro

Country: Lithuania

Games, programs or workloads that it will be used for: Escape from Tarkov, Video editing (Premiere), Grand theft auto 5, DayZ, 

Existing build: CPU: I5 8400 Motherboard: PRIME H310M-K RAM: 2X8 2666MHz GPU: GTX 1070

Wanting to upgrade to: CPU: i3-12100F(105 Euro) Motherboard: B660M DS3H DDR4(110 Euro) GPU: RTX 3060 (350~ Euro)
 

Was wondering if I should change anything or even add? Or is this even an upgrade from the old pc?

It most certainly is an upgrade, although I would spring a bit more for an RTX 3060 Ti, better bang for buck. 

Also, what about PSU?

You can't get a 3060 plus a 12100 with board for 500eur... You should rather get a 6600 or 6600xt

There are used 3060 for 350-ish Euros in Lithuania.

Ok but even then a 12100+ board cost over 150eur

If you can get those in budget , you should go for them.
