my cpu won't stop running at 100% (task manager,i5-2400)

It has almost been a year since this problem has been present, however it does not run at 100% while the computer is in safe mode. any thoughts?

Have you tried launching the task manager to see what is using it at 100%?

yes I have, after i end the task with the most cpu usage, the next task is taking the same amount of cpu percentage.

What is the task?
That's a very common virus and malware trick that it will re-launch automatically.

The task that is always first is Task Manager, followed by Discord and every other file till it gets to System Interupt

If it's chrome, you can open Chrome's Task Manager and figure out what tab is eating it.  Left Shift-Esc in chrome

Seems like Edge is the culprit here. There are more lightweight browsers out there, and they won't use as many resources as Edge.

Windows also seems to be taking a bit of a toll on your CPU and RAM usage as well; there are scripts that optimize/debloat Windows 10, and they might be able to reduce the burden on your system resources by a fair amount.

I think your CPU just bottlenecks on anything with 4 programs running : i5-2400 is a 11 years old 4 cores 4 threads, each core about half the speed of newer hyperthreaded cores...

Most would pick Chrome. It's come a long way from its early RAM hog days and runs really well. Best on mobile rn. I personally use Firefox but that's mostly out of habit. They many minute changes are slowly driving me mad tho, then again has a few other QOL features that things like stock Chrome lacks.

Can you open Perfomance tab and check your CPU clock speed? It could be throttling, hence high CPU usage.

3.1Ghz is factory spec so as for throttling that's not the case.

Try some super light browsers. Shame I don't have my 2005~ laptop with me that had a super light browser installed. It was years ago any so from my memory and pictures, it was either Torch or Comodo Icedragon. Both right a bell. Try those but again that was years ago, no idea if they're still relevant anymore. Maybe some new kid on the block as a replacement.

As a side note, you're gonna have to spend time cleaning up your machine just in case for things such as startup apps and any other background apps.
