It depends on what OP's intended usage is, as I am currently using an i7-2600 (upgraded from an i3-2100) for web and media. But in general, unfortunately, I must agree. You can build this brand-new or a bit better for $400 USD. And while $400 USD doesn't get you much these days, I think you can do better.

i7-2600 is way faster though. I wouldn't recommend bying old gear like this unless the price is very good like 50 usd or something. Of course it depends on usage, but most people on this forum is gamers.

No. Might be worth some $100 at most purely out of ability to scavenge the odd part like case or storage.

The price is a bit on the high end, but if you can haggle the price down to around 150$, it should be fine. It's not exactly a great PC though; I wouldn't recommend it for most things (especially gaming), and you can probably get a better used PC for that price.

It is quite old, but it's definitely a lot more capable than you're implying. For about 200$, I wouldn't say it's a bad deal either.

Put Linux on the SSD, use the 500GB disk for storing files and folders and don't use it for gaming. Perfectly OK for everything else, office work (LibreOffice), web, emails, this forum, downloading and playing music and all the other things computers are used for.

Bargain? Depends how expensive such things are in your country. Did it include monitor and keyboard?

Adding to this; if you're looking for a decent budget gaming rig, you can usually get a refurbished/used system with a 4th gen i5 for around 100€, and you should be able to toss a used GPU in there for around 100€, and an SSD if it doesn't have one; it'll probably perform better than this system, though it won't be spectacular. Just keep in mind that it won't run Windows 11 due to Microsoft's stupidity.
