There is a very good reason Appel would not want to just `support` googles version of RCS. 

1) the impmenation google want apple to use would require every iPhone to mantling a stable network connection to google at all times (so as to get messages)... that would give google aprox location of these uses based on ping times to googles edge network at all times, very useful for google.
2) to support end to end encryption all iPhone users would need to implicitly create a google profile and link it to there iPhone... wander why google might like that.

If apple did not support end to end encryption for RCS then they could proxy all of this through their servers and only provide google with all of the phone numbers and email addresses of all the people on iMessage without exposing the live location of these users at all times..  (google need a way to ping apple to check if a given phonenubmer is RCS enabled, or a given email address...)...
