Steam needs to be online to update

Hello,i bought the asus tuf f15 laptop last week ,and every time i try to open steam this error pops up,the only fix i could find is reinstalling the windows(when the windows is fresh steam and epic games work with no problems and i can use them to install or play games,this problem occurs only after i shut down the laptop and boot it up again.I tried updateing the wireless driver ,updating windows ,reinstalling steam, updateing bios .pretty much every thing ,is it a hardware problem ?Thank you in advance

Is the internet connection on your laptop properly working? 

As in no issue with browsing and such.

Have you tried reinstalling steam?

Is your firewall blocking steam?

yes,frankly enough other apps work properly like opera discord and such,this problem occurs only when opening steam or epic games.quick update i connected my laptop to another router and everything worked  fine,maybe its from the router not from the  laptop.And yes i reinstalled steam and disable the firework but no result

Sounds like a Fast Startup thing. Try disabling it and see if that works.
