That may be causing instability. Would recommend reducing clocks instead.

I get the "default radeon wattman settings have been restored due to unexpected system failure" error after setting a custom fan curve and setting -10% power limit. I get this error after starting the system after shutting it down.

Just means it was unstable and reset to default. Any particular reason you are dropping it down 10% in power?
