Low 99% fps

I have a Razer Blade 15. Core 17 and 1650ti

 

I get 120+ fps in games but my 99% can be as low as 8 and gameplay feels like 8fps. Playing on external display through hdmi

What kind of display? Could be a refresh rate problem. I hooked my PC up to my Samsung NU8000 TV which supports 120hz. Games said I was getting 100+fps, but it felt horrible. Turned out I was stuck on 30hz. For some strange reason I had to enable HDR on that HDMI port, then suddenly 1440/120 was unlocked and it was night and day. 

 

Longshot, but maybe a similar issue? I'm not sure about the 99% thing though.
