Is 500W enough for this?

Outervision is pretty useless, it won't take into account things like model of PSU quality and transient spikes.

 

You can't use just any 550 watt PSU, you need to get one of decent quality. Have you had a look at the PSU tier list?

"recommended" by Nvidia because they do not know if you are running very high power draw cpu or a shit psu. 3070 can run on decent 500-550w osu if the psu is a quality unit and the cpu is not power hungry like the 12400f

Motherboard tier list. Tier A for overclocking 5950x. Tier B for overclocking 5900x, Tier C for overclocking 5800X. Tier D for overclocking 5600X. Tier F for 4/6 core Cpus at stock. Tier E avoid.

(Also case airflow matter or if you are using Downcraft air cooler)

( You can overclock Tier C just fine, but it can get very loud, that is why it is not recommended for overclocking, same with tier D)

According to most psu calculators I tested, they average at about 480W recommended 

 

I used to have a 550W psu for my 1070 (which consumes 70W less than the 3070, the CPU I had consumed as much as the 12400f) so I'd guess a 550w or probably a 600w psu is fine
