Yes, it's overkill for a 3600x. 

Corps aren't your friends. "Bottleneck calculators" are BS. Only suckers buy based on brand. It's your PC, do what makes you happy.  If your build meets your needs, you don't need anyone else to "rate" it for you. And talking about being part of a "master race" is cringe. Watch this space for further truths people need to hear.

With ease. I have the h100i on my 5600x and I know that's overkill, but hey, it looks good

absolutely, the stock cooler does the trick if necessary, the H150i if mounted correctly is total overkill.

The 212 is an absolute insult at its current $45, has never been excellent outside of some dirt cheap sales that downed it to some 10 bucks or so.

Go with Peerless Assassin or similar, would carry you towards a higher end CPU just fine for the future.

Peerless assasin 120 all the way cause 41$ for a good dual tower is quite the steal, if you need extra ram compatibility and maybe slightly better performance then theres the fuma 2 at 65$

 

For a cheaper rgb option look at the se 214 xt rgb

I am pretty sure PA120 is better than Fuma 2..

 

But I could be wrong.

HW Canucks has one on the toob, it did ok. It’s the first review I saw on the cooler.
