Secondary hard drives showing in bios not in Windows

Mobo: ROG 550-f
CPU: Ryzen-7 5800X
RAM: 2x16Gb Corsair Vengeance Pro 3200MHz
NVME: Evo 970 1TB (M.2_1)
GPU: EVGA 3080 FTW3 (PCIEX16_2)
PSU: EVGA 700 Bronze

Two SATA SSD in slot 1-2 (was previously 5-6)

 

 

I Recently upgraded my GPU to a 3080 and after installation I no longer am able to access me secondary SSD's. They show up in the bios, but they do not show in windows device manager, nor in disk management. SATA is enabled in the BIOS, BIOS is up to date, I have installed and reinstalled relevant drivers. Drives do show up as a boot option when booting. The two drives were in slots 5-6 and worked after installing the M.2, though I moved them to 3-4 and then 1-2 in troubleshooting. 

 

My only thought is there isn't enough power to run them, but I don't know why they would show in the bios at all at that point. Am going to buy a larger power supply, but would like to see if they can be used before that arrives.
