RTX 3050 no power after installation

Hello, I just bought an rtx 3050 and installed it in my computer. When I turn it on everything but the card works. No fans, and when I plug the hdmi into it I get no signal. I tried re-installing it, I tried cleaning the connects, and I get nothing. When I plug the hdmi into the motherboard it works fine. I figured the card would at least show signs of life and work enough so I could install drivers, but nothing. Am I doing something wrong or is the card junk right out of the box?
