Premier Pro Stuttering and Freezing

We are running into an issue with play back freezing and stuttering even at 1/16.

Our Specs are:

CPU:5900x

RAM:64GB 3600

GPU: 3060ti 8GB

NVME for cache and scratch disk.

I pulled up task manager to monitor the computer and the cpu would spike to 100 percent when it hit animations or things like that and the play back would still stutter or the video would freeze. But the GPU wouldn't get above 55 or 60 percent usage. 

I am at a complete loss when it comes to premier pro and problem solving.

Would help to know what kind of codec/resolution you’re using and what kind of effects and adjustments you have going on.

Have you done any changes to pagefile?
