Asus Zephyrus 15 underperforming in games

I am not sure if this has something to do with software limitations placed on the laptop specifically or something else, but the main issue is lack of fps. It seems all applications are capped around 200ish fps. Most notably, Osu! only hits 200-250 average (It sort of changes what the average is, but the framerate itself is stable within 3-5 fps.) Task manager says GPU0 (the 3080) sits around 50% usage, which seems way too high for the output fps. More, task manager says that osu is the one using all of the gpu. (For reference, my 1660s can easily achieve 2000fps at only 40% usage, at 1080p.) Valorant has a similar problem, but the fps/usage ratio is much more reasonable. What I want to know is, why is this 3080 underperforming so much, especially in a game so simple to run as osu? I know it may be trivial, but compared to my current desktop experience, this one almost seems sluggish, even if it is twice as many pixels and only 4 ms (plus 3 more, bc no mux switch.) And more importantly, this thing still goes into jet-engine mode while it is delivering an fps count an order of magnitude lower than expected.

2560x1440p 165hz panel

Win10 21H2

I have tried a new driver, but there is only one option (the asus drivers for this model.) In nvidia control panel, the preferred gpu is set to dedicated and the laptop is plugged in and in its performance preset (via armoury crate by asus.) The ingame frame limiters are disabled, but i may be missing something else. I have not messed with afterburner except for monitoring. Thermals should not be a problem as I have not seen the gpu surpass 76 C with furrmark.
