no

I know that I will lose some performance, but at least I will have ray tracing.

So should I or nah?

Ray tracing will be completely unusable

No, no you won't. Ray Tracing is only a thing on the RX 6000 and 20/30 series, and realistically only the 30 series can do it well.

The only reason I see to do that downgrade is if you really need to save that 100-150W under full load, or if your 980 Ti just dies.

Raytracing would be wholly unstable, and the 5500 XT would show either the same performance or marginal decrease when compared to your 980 Ti. Save your money for a 2070 or something once the 40 series comes out, that should be able to do raytracing ok from my experience depending on what you're playing, although I can't say for sure.
