He wants to use two screens (reconmend him decent ones please, outside of this budget) other peripherals are not needed. Does it need a different CPU cooler or is the stock cooler OK?

A few suggestions. The motherboard is available with WiFi. Use the savings to replace the storage with a single high performance 2TB NVMe drive. Get the Airflow version of the H510. The non Airflow Version tends to be toasty. Even an inexpensive aftermarket cpu cooler will reduce temps and thus noise levels.
