Throttling under low temps.

I have a ryzen 5 3600x with a 1660ti on a asus tuf gaming mbo. My cpu is throttling due to a prochot ext error. But no temps are exceeding 40 Celsius. What could be causing this and what can be done about it?

I'm guessing either a BIOS or OS setting has gone screwy. Have you tried factory resetting the BIOS to clear out any changes that you've made?
