What is Windows doing during updating?

Some files can't be replaced while the OS is running, because they are in use. Most likely there are files it can't replace during shutting down, because they are needed/in use during shut down. So it replaces them on startup, where different files are in use.

To my understanding, this is how updates are performed on every other OS:

  1. Download and install updated packages
  2. Restart the system so currently running processes (or OS image on immutable systems) can switch to the latest version

This is how updates are performed on Windows:

  1. Download and install updated packages
  2. Install updates while shutting down
  3. Install updates on next reboot
