Computer boots with GPU fans at full speed, no display

So my PC turns on but doesn’t output video, just a black screen. GPU fans are running at full speed. The weird part is if I turn it off and on a few times sometimes it will randomly work and it lets me into windows just fine as if nothing happened. Gaming is fine too, the GPU appears to function normally.

 

I am on windows 11. Specs:

i7 8700k @ 4.9ghz 1.34v

MSI z370 SLI Plus

RTX 2080 Ti overclocked

cooler master V750 gold psu

16gb 2666mhz Ram from hyperx 

 

I have tried: 

reseting the bios from within the bios(I have not removed the cmos battery yet)

 

Any ideas what could be wrong?

Remove the cmos battery.  Could be GPU related.

Cleared the cmos, still happening.
