Does it seem like my power supply is losing its edge?

My 12v and 5v seems to be drooping pretty low beneath those specs, I'm just not quite sure how much is acceptable and when it becomes something that should be replaced. This screen was taken while decompressing/installing a privateer'd game with a 4k video running on youtube. I've got a corsair TX650.

those are still within spec afaik. is the pc encountering issues? or is it running fine?
