Smallest possible server?

You could do it with something simple like an Arduino-compatible with a network shield.

I just want to be able to remotely ensure that an outlet is powered up. Smart plugs require apps, and I don't want to have to depend on an unknown entity's software. My thought is that I could ping a server attached to the outlet and know that it is powered up. Mini PCs are a bit over built. What is the smallest/cheapest piece of hardware that has wifi and can be remotely tested for being on? Do you have a better idea for a solution?

Get a smart switch that works either locally on Wifi (I use kasa switches and outlets cuz they are cheap and work) and a r-pi with home assistant.
