PC is stuttering! PLZ HELP!!

Hi my PC keeps stuttering. Examples are my game shave massive fps dips from over 100 to sometimes 1. My mouse stutters on screen like lagging almost.

When I type sometimes it takes a second to pop up and finally videos get choppy. 

Things i have tried to fix: 

I have run a  SFC scan in my command prompt

I have replaced my ram

i have run anti malware

I have updated all drivers and widows

 

I am not sure if its my GPU but i have a 1060 and for example in destiny 2 i have all settings on low and its saying im only using 1100mbs of vram but in the task manger 

ang geoforce experience it says im at over 92% gpu usage just sitting still in game. The lagging/stuttering also happens when im not playing a game. Any tips or help would be great and 

I hope its not my gpu theres no way i can afford one atm :(

Have you inadvertently triggered recording or streaming through a hotkey you weren't aware of? Someone posted such a problem yesterday. Check your task manager to see what your system resource usage is.

Nope none of that in my task. I'm so lost and frustrated
