gtx 1650 super not ultilizing to 100% in battlefield 1 help!

hello someone help me I recently bought 1650 s gaming x version 

problem coming is bf is not using gpu to 100 % like my previous gtx 980 

 

in benchmarks frames are higher but I am getting same frames on low, high, ultra even if I lower the resolution 

I have dual channel memory np on that side 

CPU is Ryzen 5 2600

nope have normal 65hz led but we both know its smoother even if we getting 144fps on 60hz like i felt it it was enjoyable
