a 100€ vesc in europe?

I was looking to make my own ebike because it looks cheaper and I want to put some extra functions

the problem is that's from china, so it takes a century to come, and the shippement there it costs like 50, which ain't cheap but I can't understand if it's a faster one or not, but even if from my experience it takes more time than said

 

I need it within the firsts of the next months, and I also need regenerative breaking
