All devices simultaneously disconnect and reconnect after a few seconds.

All at once my connected devices such as, headset, mouse, keyboard, mic, and speakers will all do this "stutter" type thing. I have tested all the devices separately, uninstalled and reinstalled all drivers, and whipped my drives. I'm on Windows 10 64bit. As well as on a newly build PC (https://pcpartpicker.com/list/cTbmC6) And if there is anything else I need to add please let me know, I'm not familiar with all I need.
