You dont even have to program anything to be able to have a download page. Just install apache, remove default index.html and dump files to that directory. It will list the files and user will be able to click and download.

Like this.

No, to search and filter you would need to custom code a solution, or use an off-the-shelf solution. I've never dabbled in this though as most professional organizations house their software in something like Microsoft SCCM so software can both be requested and pushed to end users' PC's within the organization.

not necessary, he can CTRL+F in the page and find the match. Some browser have powerful search module unlike chrome.

CTRL+F is an option, but it's far from good if they intend to have more than say 30 software titles, or more importantly, if they want users to be able to search by multiple criteria. But yeah, having a single basic HTML page listing everything would work.

You could also install MediaWiki  (the wikipedia engine)  and basically write pages for your software ... you can create pages for particular categories of software..

The markdown code is simple ... you can make sections by just  having ==  == around the section  , you can make lists by placing a * in front of each line ,  links are basically [url_SPACE_text of link]  , you can link to other pages in your wiki using [[ ]]  ex :

==Music software==
This is a description for this category of software.
The list below contains audio editing software.

For audio codecs, go to the [[Audio Codecs Software]] page.

==Downloads==
* [https://www.your_site.com/downloads/audio/audigy3.zip Audigy 3] - open source audio editor.
* [https://www.your_site.com/downloads/audio/bogus.zip Bogus 5] - another fancy pants editor

The list in the Downloads section could be generated from the Excel list using some macro or some other methods.
