amd RX 6950 XT gpu Power Limit in TechPowerUP vbios, how to read it

I want to buy one of these cards which one you think it's better (Powercolor  is 100$ cheaper then Asrock )

This one has significantly higher TDP range in bios. Then again, buying a card just based upon its bios is not something you should do.

Maximum, meaning the BIOS wont allow more than 325W power draw even with +%20 power limit via software.
