PC Upgrade: from Cheap Potato to Better Potato

Budget: 10,000 PKR for Graphics Card
               5,000 PKR for cpu+motherboard

Country: Pakistan

 

Use Case:
Esports and Extremely light gaming. We're talking CSGO, Valorant, DayZ, PUBG PC, Far Cry 4, etc. I want it to be capable of streaming these games at atleast 60fps 720p. I don't mind gaming at 720p.
There might be other games that I would want to play but ofcourse knowing its limitation, I will stick to lower end games.

Being able to play CSGO from 0fps to 150fps at 1080p would be a great jump.

Though, I owned a Quadro k600 before, that managed 45fps at 720p.

Other details:
I just want to upgrade the graphics card, cpu, and the motherboard.
I have everything else.

 

Current Parts:
Optiplex 380 prebuilt

Core 2 Duo E7500 @ 3GHz : 2c/2t
64mb embedded express chipset display adapter
Dell 2009wt monitor. 1080p @ 60Hz

Planned Parts:

GT 1030 / GTX 750 ti
I5 3470 (That might not be the best choice, but idk much about processors)

I need to know the best choice for the budget. Thanks 😄

If you want to stream with this CPU, you definitely want a GPU with Nvenc.
As far as I know, the 1030 doesn't have a Nvenc encoder.
You will need a 1050ti at least.

Great point, I was forgetting that. GTX 750 ti does support Nvenc. Would that be enough for streaming with i5 3470?

 There are videos that say I can stream CSGO 140 fps at 720p.

Yea I will have to upgrade the motherboard. Would a Core 2 Quad be worth of an upgrade maybe Q9300? Considering it wouldnt require motherboard upgrade.

There are gameplay benchmarks of GT 1030 and i5 3470 that give 720p @50fps.
