Faulty electrolytic capacitors (swollen, leaking electrolyte, degraded) cause the power supply to be unstable and "crash" when the backlight controller tries to turn on the backlight (too much sudden power draw) and causes the power supply to reset.

You'd have to open it and replace capacitors with suitable ones, if you have access to a soldering iron/station replacement capacitors would be 2-3$.

Do you have a hard time reading or comprehending? I just said ... Faulty electrolytic capacitors (swollen, leaking electrolyte, degraded)

so a good start would be to open the monitor and look with your eyes at the components and see if  anything looks out of the ordinary... like with the tops swollen, or with something that seems to be leaking out from the bottom or from the top.

Even if nothing is obviously bad, while you're there with the monitor open you could take a picture or several, as clear as possible, and post them here or in some other forums (ex badcaps.net or eevblog.com forums) and other people may be willing to give you suggestions.

You could also take the opportunity to make a list with those capacitors, with their capacitance value and their voltage rating (both are printed on the capacitors). Worst case scenario, if you don't get any help, you could just take a chance one of them is responsible for the issues and just replace ALL.  Worst case scenario, you'd be out of around 5-10$.

This involved soldering, if you don't know how to do. It is time for new monitor purchase.

From your video, this monitor is obviously very old already based on it design look and it is probably a good time for a replacement.
