RX6600 on Older Hardware causing Booting Issues?

Hey all!

Just got a new GPU and needed some help as I'm not booting.

Specs
i5 2500k 
Intel Z68 - ASUS P8Z68-V PRO MOBO
8 gb RAM - 2x4
AMD RX6600

 

After installing my new RX6600, the PC boots to the ASUS screen, then immediately powers off. I have tried moving the GPU to different PCI ports, clearing CMOS, installing drivers, and still nothing. While it powers on, the "Boot Device LED" light is illuminated. The PC boots into Windows off the iGPU no 6600 installed. The old GPU works too, has anyone had this issue installing a new GPU on older hardware?

Main GPU should always be at the nearest pcix16 slot from the CPU. 

I think your psu is not good enough to run this.

It is in the top slot, I moved it just to test if it would work elsewhere, neither work. My old GPU used a Single 8 Pin, this 6600 also uses a single 8 pin.
