can't set temp limit in msi afterburner

can't set temp limit in msi afterburner, as soon as i apply it resets to the 90c max. I have a 4 gig rx 580 which is going well over 85c and i cannot keep it under because if  i go over 65% fan usage my fans vibrate my whole case and it legit just sounds like a car idling. until i get new fans i want to set the max temp to maybe 75c, but cannot.
i have tried reinstalling afterburner btw.

Uninstall Radeon AMD software ( Control panel, programs and features )

Restart your computer.

Download and install the AMD drivers only, for your GPU. Do not install the Radeon software.

Restart your computer.

If the power setting is still stuck at max, you need to use an older driver, so just keep rolling back until you find a driver that works.

Done.

Now Afterburner has full control.
