Looking for a cheap mini PC for TV

I'm looking for a small mini PC for TV in my living room. All it needs to do is be able to stream 4k youtube videos, and playing back videos from my NAS. I also want the navigation to be responsive. Should I build one myself or looks for a prebuilt one? Though I couldn't find an mini ITX case that was as small as the prebuilt.

probably depending on where you live. i wouldn't buy directly from intel and something like an 8th gen i3 would do just as fine.

For something this old, I suggest looking for one with Thunderbolt. Intel's thunderbolt chip is what enables HDMI 2.0 on these older machines. Without it, the HDMI out is version 1.4. With intel blocking chroma subsampled output, HDMI 1.4 means 4K30 max (unless you get the right DP to HDMI converter that enables 4K60 w/o HDR).
