Laptop screen flickers when brighter than 30/100

My friend's laptop screen flickers when she raises the brightness above about 30% but it's fine if it's dim. What can I do about it?

Would need the model of laptop and what type of screen it has for anything approaching accuracy, and even then it probably won’t happen. Considering how laptop screens are constructed possibly nothing besides replace the whole panel.  I sort of doubt it’s a software problem.  Could be wrong about that.  Possibility it’s an issue with the board for the panel, but sometimes those can only be acquired by buying the panel
