Minimum graphics card for 2160p (4K) 60Hz?

So I have an AMD R9 270X lying around and I thought I'd put it to good use. Is it enough for 4k 60hz output? And what sort of HDMI cable do I need? 

I intend to build a little budget machine with it, just surfing the net and playing 4K movies, going to connect it to my room's 4K TV. 

 

Also for Windows 11, 8GB RAM is enough right? and would a cheap Celeron do? Power supply rating, 450W enough?

 

What is the bare minimum for 4K 60Hz media playback regarding Graphics card, RAM, CPU? Thank you.

You can do 4K@60Hz display out with even integrated graphics. It's only playing games at that kind of resolution that requires a beefy card.

Yeah I think a motherboard with an HDMI 2.0 should do and maybe a Celeron with UHD Graphics. 

 

Unfortunately the R9 270X I have only has an HDMI 1.4 port, so it supports 4K but at 24Hz 😕 I prefer 60hz for smooth desktop experience as I will use it to write documents, surf the net, etc not just watching movies.

The card should have DisplayPort 1.2, which is enough for 4096x2160 @ 50 Hz. I think it should be capable of 3840x2160 @ 60 Hz.

 

Otherwise any more recent card with HDMI 2.0 should do the trick.
