2nd monitor endlessly going through boot sequence

So I'm not to sure if its the latest Nvidia drivers or if my 10+ year monitor is finally calling it quits but whenever i bootup my PC or wake it up from sleep after a good while or so my 2nd monitor a phillips LED 244EL repeatedly does its boot cycle which shows up the brand then goes to a black screen then repeats. I've noticed at least if i leave my PC on and it goes to screen saver and i wake it up, it also suddenly works from there. Otherwise i have to unplug and replug the monitor. Anyone else had this issue yet? I've tried different HDMI cables and the issue persists so it isnt a cable issue at least.

 

EDIT: forgot to add Nvidia driver is 511.23
