Monitor having issues, anyone have any idea?

It started having problems a while ago then the office stop using it. So I just took it home to try to fix it. The power button is broke because the connector part broke so I can't use the osd menu to reset or diagnose. Does it seem likely to be a panel problem?

2 things I tried today

1. Connect to another laptop

Result: Same problem still persist so likely it is the monitor problem

 

2. Lowered the refresh rate from 60hz to 50hz

Result: The problem was temporarily reduced to just a small flicker at the top but it came back after some time

 

So now i wondering what could be causing the problem, maybe something about the power? If it is a cable or connection issue which part should i try to fix?

Will appreciate it very much if someone could point me to the right direction.
