Throttlestop not working....

Throttlestop was working currently before, and I could change my processor's clock speeds. After a bunch of OS re-installs, Throttlestop unfortunately stopped working on my system. I can't change mu clock speeds. I mean the slider does work, but there is not effect. My system is old. Did they drop the support or something? I tried enabling and disabling speed step in BIOS. That is pretty much the only thing that is related to speeds that I can enable or disable in the BIOS. Also I do have another laptop (this is also a laptop), with latest tech, whose clock speed also cannot be controlled, but that's like with another configuration or something/

It works on my work computer, so clearly, they did not "drop support". Manufacturer can define power and thermal limits in multiple ways, throttle stop does not work with every single system and implementation.

I am new to Throttlestop, so I have a few questions.- 

 

1) Before I could change my clock speeds with Throttlestop. now with a lot of OS-reinstalls, I can't. Something might be blocking it.

 

2) How dangerous is Throttlestop? What happens I max out the voltage slider or something?

 

3) How do I overclock my LOCKED processor without BIOS.

If you are dumb enough to use it on a system that thermal throttles, it only will make things worse.

That is not what THROTTLE STOP is for, and you can't.

Throttlestop should be used on older laptops to apply a light undervolt to the cpu and disable turbo boost on battery so that temperatures, battery performance and longevity is improved. You can encounter crashes if you set the undervolt too low.
