WEIRD issues with USB, PSU and ETHERNET

Hello guys, i am utterly lost so i thought i would gather some information to see if anyone can help

 

I have an MSI Z690 WIFI MPG

recently all my DACs and several USB items are appearing as unknown devices and i have to switch USB ports, then it works.

 

The weirdest thing i am experiencing is that the LAN port starts of at my maximum of 990mbps then slowly starts dropping, and every consecutive test i do brings it lower and lower till it stops at 80mbps. I also hear crackling on my HD800s headphones through my topping a90 d90 combo, but on a standard laptop, NOTHING, crystal clear.
this has not always been like this.

There is a buzzing coming from my PSU.

 

List of things i have done to try and remedy.

 

Clean install x3

Removed all drivers, used both windows and MSI drivers.

USB lan shows the same issue when plugged into pc

USB lan works perfectly on my surface laptop

Removed every bit of hardware, barring what is required to run the system.

Reflash bios and cleared it to default

different cable on all hardware

Reference 3090ti

Reference 3060ti

 

I am pulling my hair out about this, i have started the RMA process, but it is bugging me that i cannot identify the issue. Anyone have an Tech Tips per say 😉

Sounds like MB issue, as everything connects to it. What does event viewer -> system show?

 

and just to be clear, trying bare bones system still has issues no matter what USB device or other is tried after that?

Did you make sure to try another RAM stick on the main MB slot to see if the main stick could have issues?
