Pc is not letting me install windows 11

When using USB installation media for Windows 11 it says my pc does not meet minimum specs to install. I have a r7 5800x, ASRock x570s PG, 16GB RAM, and RTX 3080. 
 

I tried enabling secure boot but after enabling that my PC wont even post. What else can i try to install Windows?

Is TPM enabled? Security>Intel Platform Trust Technology
