GPU prices are higher than house prices here, is it even possible to build a small budget gaming machine for around 500 euros.

If you're able to find some parts used for a reasonable price, it might be, but I somewhat doubt it. Used GPUs are also much more expensive than they should be.

 

New it's not really possible to get any GPU (except for GT 710s, 730s or maybe a GT 1030 - but these are not worth considering for any gaming setup) within your budget - the only option would be to go for an APU like the 5600G and cheap out a little on the rest of the parts. For CSGO and GTA V the APU would be sufficient.
