Honestly in this market yes. Don't get the 1050ti it's the lowest you can go for modern day gaming and it really should not be bought anymore ESPECIALLY for that high price.

Planning to build my first gaming pc, and i found a gtx 1650 for $330 USD is it a good deal? and if not should i just get the 1050 ti for $240 USD? or just spend more for the 1650?

If you're looking at new cards, yes, but used can be much better value.

 

For that price you can find a 1660/Super/Ti or 5500XT used. Maybe if you're lucky a 2060 or 5600 XT. 5500 XT performs similar to 1650 Super or 1660 Super depending on the game, 5600 XT between 2060 and 2060 Super but without Nvenc encoder.
