R3 2200G gets stuck on 0.52 Ghz when left inactive

CPU - Ryzen 3 2200G

Motherboard - MSI A320M

 

When the CPU is left idle for like 5 to 10 minutes, it slows down to exactly 0.52 Ghz and doesn't get back up no matter what except manually changing the CPU voltage from the bios settings. Each time CPU gets stuck, I have to boot into UEFI firmware settings to fix it. 

 

I first noticed the issue after someone else had installed "Quick Heal Antivirus" on the machine. Immediately uninstalled it but the issue stayed.

 

Temps aren't the issue, the CPU is at 20° C on idle and 55° C at a 100% usage.

 

I have tried resetting the bios multiple times, it doesn't help.
