AMD RX 580 power not enough ?

Hello guys my system is cpu- i3 8100, gpu rx 580 oc, ram 16gb, m.2 nvme 1tb, hard disk sata 1tb, two monitors 24 inch lcd and the PSU is 450W bronze 80%. is it enough ? I see that my gpu sometimes go like 0% usage for like less then a second but still not normal. i see some stutters in game like fortnite if i turn around fast ? What do you think is it the psu problem cuz didnt  have enough power and bottleneck the gpu power ?

Your CPU is most likely the bottleneck. Your GPU is being hindered by it. EDIT: but after checking, perhaps not.

a good 450w psu will absolutely run those specs easily.

just random anecdote; an HP prebuilt I got awhile ago came with 400 watt PSU; had RX 580 and R52400g. I bet you are fine with 450. best of luck.
