Videos are Dimmed

Seen in the clip, the actual youtube video being dimmed. This is seen as well in Microsoft Teams. But everything else seems to be fine, like regular browsing the desktop or chrome. Tried restarting the PC, adjusting monitor settings, and updating GPU drivers. But unfortunately for the GPU drivers, it was not able to install the update. It said that it failed to install the update. All suggestions and help are greatly appreciated. Thank you!
