Far cry 6 low usage cpu and gpu

Anyone having this problem ? 1440p ultra getting 75 ish fps with 2080ti and 8700k 5ghz 3200mhz ram and m.2 ssd

 

gpu usage is around 75 to 80 and cpu is 50 percent 

 

max load on a single core is 75 percent so I’m not single thread limited either I do t get it
