Skyrim SE Low FPS

Hey All,

I recently bought the Skyrim SE Anniversary Update, and for some reason I have low FPS (5-6 in open areas when I usually sit at 60). I ran into the issue a little while ago after updating. The first thing I attempted was adjusting ini files, updating graphics card drivers, etc. (pretty much all the basic troubleshooting solutions for low FPS in games through a quick google search and came to no solution resolved). I had modded skyrim se previously with Skyrim Together and ran two instances of skyrim together simultaneously using sandbox (I believe that is what it was called?) / harbor and a few other graphics mods but I am not sure if those are causing the error. I uninstalled those mods and completely reinstalled windows fresh on my drive, which when I reinstalled skyrim se with the anniversary update it worked perfectly for about a week; I thought my problems were solved. Today I tried booting skyrim se and when I tried I got a cloud saved game boot error "Steam was unable to sync your files for The Elder Scrolls V: Skyrim Special Edition with the Steam Cloud". I proceeded to hit play game anyway, thinking oh well I guess I wont sync. When I loaded, the FPS was once again down into the 5-6 FPS range.

TLDR; when I rebooted my windows and ran skyrim it worked for a bit, but once I got this weird sync error it seems to have brought back the low FPS issue that previously existed.

I have no idea what files are being manipulated or changed to cause the significant FPS drop and I just wanna play skyrim again. I would greatly appreciate any help into what is happening.
